ABI e la “Struttura di missione della ZES Unica” hanno sottoscritto un Protocollo d’intesa finalizzato a favorire l’accesso al credito delle imprese che investono all’interno della Zona Economica Speciale per il Mezzogiorno (ZES Unica), anche attraverso l’utilizzo efficiente degli strumenti di incentivazione pubblica, al quale potranno aderire le banche interessate.

Natural disasters

Interventions aimed at supporting credit to enterprises affected by earthquakes, other natural disasters or health emergencies.

With the aim of supporting the enterprises affected by calamitous events, on 26 October 2015 ABI signed with the Civil Protection Department at the Presidency of the Council of Ministers and 14 Consumer Associations a Memorandum of Understanding to encourage the suspension of mortgage instalment payments with the following objectives:

ABI and CDP signed the "Plafond Alluvione Maggio 2023" (Flood Plafond May 2023) agreement, which governs the rules for the granting of subsidised loans, guaranteed by the State, for the reconstruction of the territories in the Emilia-Romagna, Tuscany and Marche regions damaged by the floods that occurred on or after 1 May 2023, in implementation of Article 1, paragraphs 436 et seq. of Law No. 213/2023 (Budget Law 2024). 

LThe public facilitation consists in the recognition of a tax credit to the beneficiary, which is used by the latter to pay the bank the repayment instalments of the loan (for principal and interest) and the expenses strictly necessary for its management. 

Entities wishing to access the subsidised financing must be authorised by the competent public authorities by means of specific measures.

    ABI and CDP signed the "Plafond Ricostruzione Sisma 2012" (2012 Earthquake Reconstruction Plafond) agreement, which governs the rules for the granting of subsidised loans, guaranteed by the State, for the reconstruction of the territories in the regions of Emilia-Romagna, Lombardy and Veneto damaged by the 2012 earthquakes, in implementation of Article 3-bis of Decree-Law No. 95/2012. 

    LThe public facilitation consists in the recognition of a tax credit to the beneficiary, which is used by the latter to pay the bank the repayment instalments of the loan (for principal and interest) and the expenses strictly necessary for its management.

      ABI and CDP signed the "Plafond Sisma Centro Italia" convention, which regulates the rules for the granting of subsidised loans, guaranteed by the State, for the reconstruction of the territories in the regions of Abruzzo, Lazio, Marche and Umbria damaged by the earthquake events of 2016, in implementation of Article 5 of DL n. 189/2016. 

      LThe public facilitation consists in the recognition of a tax credit to the beneficiary, which is used by the latter to pay the bank the repayment instalments of the loan (for principal and interest) and the expenses strictly necessary for its management.

        ABI and CDP signed the "Plafond Eventi Calamitosi" convention, which governs the rules for the granting of subsidised loans, guaranteed by the State, to deal with the damage occurred to private property and to economic and production activities, following a series of calamitous events occurring in Italy as from March 2013, in implementation of Article 1, paragraphs 422 et seq. of Law No. 208/2015 (Budget Law 2016).

          Finanziamenti alle imprese con provvista CDP

          In order to facilitate a greater flow of resources to SMEs and MID enterprises, the 'Plafond Piattaforma Imprese', the liquidity ceiling made available by CDP to banks for the granting of medium-/long-term loans to enterprises, is active on the basis of a specific agreement signed between CDP and the Italian Banking Association.

          The terms and conditions of the loans granted to enterprises are negotiated by the participating banks in complete autonomy; the latter must inform the financed enterprises about the use of CDP funding, indicating the cost and duration.

            Il 24 febbraio 2026, ABI e CDP hanno sottoscritto la convenzione che disciplina le regole di utilizzo e funzionamento di un nuovo Plafond di liquidità, c.d. Plafond “De-linked”, istituito da CDP con una dotazione nominale iniziale di 2 miliardi di euro, messo a disposizione delle banche per il finanziamento delle PMI e delle imprese Mid-Cap. I termini e le condizioni dei finanziamenti erogati alle imprese sono negoziati dalle banche aderenti in assoluta autonomia; queste ultime devono informare le imprese finanziate in merito all’utilizzo della provvista CDP, indicandone il costo e la durata.

            Weekly publication of the reference rates for subsidised credit calculated - in accordance with the criteria established by the Ministerial Decree of 21 December 1994 - on the basis of the monthly information provided by the Bank of Italy and the all-inclusive fees in favour of the banks defined by decrees of the Ministry of Economy and Finance.

            Guidelines for the suspension of instalment payments

            ABI, together with business associations, in cooperation with the Guarantee Fund for SMEs, ISMEA, and SACE, has defined Guidelines that illustrate the prerequisites, procedures, and the legal and regulatory framework under which it is possible to obtain suspension of the payment of instalments on bank loans from banks.

              Public subsidies

              Banks perform a central role in channelling public subsidies to companies.

              The measure facilitates access to credit by small and medium-sized enterprises wishing to invest in capital goods, such as machinery, equipment, plant, capital goods for productive use and hardware, as well as software and digital technologies. 

              The subsidies consist in the recognition of a public contribution related to the interest on loans - with a maximum duration of five years - disbursed by banks and financial intermediaries participating in the agreement between the Ministry of Enterprise and Made in Italy, ABI and CDP. 

              The investment can be fully covered by bank financing (or leasing) that can be assisted by the guarantee of the Guarantee Fund for Small and Medium-sized Enterprises up to 80% of the amount of the financing itself.

              New Sabatini Convention

                La misura sostiene interventi di riqualificazione energetica sugli edifici residenziali pubblici, finalizzati a garantire un incremento dell’efficienza energetica di almeno il 30%, realizzati da Energy Service Company (ESCo).

                 

                Alle ESCo è riconosciuto un contributo a fondo perduto, erogato dal GSE, fino al 65% dell’investimento. Inoltre, può essere richiesto un finanziamento con risorse REPowerEU gestite da CDP, erogato a condizioni di mercato, alternativo o complementare a un finanziamento bancario garantito da SACE per il restante 35%.

                  The misure è aimed at fostering the supply chain integration of the agricultural and agri-food system and the strengthening of agri-food districts through the disbursement of a grant lost and easy financingside disbursed by CDP at a subsidised rate that must be mandatorily combined with a bank loan disbursed by banks participating in the Convention between Ministry ofAgriculture, the Sowrancy Aand the Foreste and CDP, on terms freely agreed between the parties.

                    The measure, which benefits companies, is aimed at promotion research and development projects, for the reconversion of production processes within the circular economy, using specific key enabling technologies. It is envisaged in favour of the beneficiaries the disbursement of a non-repayable grant and a subsidised loan disbursed by the CDP at a subsidised rate, which must be compulsorily associated with a loan disbursed from banks parties to the Convention between the Ministry ofand Enterprises and Made in Italy and CDP, on terms freely agreed between the parties.

                    The measure is aimed at ppromotion of birth and ofthe growth of enterprises operating, throughout the country, in pursuit of general interests and social, cultural and creative purposes. Provision is made for beneficiaries, the disbursement of a non-repayable grant and a subsidised loan disbursed by the CDP at a subsidised rate, which must be compulsorily associated with a loan disbursed from banks adhering to the Convention between the Ministry of Enterprise and Made in Italy and CDP, on terms freely agreed between the parties.

Provision is made for beneficiaries, the disbursement of a non-repayable grant and a subsidised loan disbursed by the CDP at a subsidised rate, which must be compulsorily associated with a loan disbursed from banks adhering to the Convention between the Ministry of Enterprise and Made in Italy and CDP, on terms freely agreed between the parties.

                    The measure, which benefits companies, is aimed at ppromotion of research, development and innovation programmes that are innovative, highly sustainable and take social impacts into account in the context of the ecological and circular transition goals of the Green and Innovation Deal. Provision is made for beneficiaries, the disbursement of a non-repayable grant and a subsidised loan disbursed by the CDP at a subsidised rate, which must be compulsorily associated with a loan disbursed from banks adhering to the Convention between the Ministry of Enterprise and Made in Italy and CDP, on terms freely agreed between the parties.

                    The measure, which benefits enterprises, is aimed at ssupport for investments in the tourism sector consistent with the aims of measure M1C3-25, intervention 4.2.5 in the framework of the National Recovery and Resilience Plan (NRP), and, in particular, energy requalification, environmental sustainability and digital innovation. Provision is made for beneficiaries, the disbursement of a non-repayable grant and a subsidised loan disbursed by the CDP at a subsidised rate, which must be compulsorily associated with a loan disbursed from banks parties to the Convention between the Ministry of Tourism and CDP, on terms freely agreed between the parties.

                    Le misure “Autoimpiego Centro-Nord” e “Resto al Sud 2.0” sono finalizzate a sostenere la nascita di nuove iniziative imprenditoriali, libero-professionali e di lavoro autonomo rispettivamente nei territori del Centro-Nord e del Mezzogiorno.
                    Ai soggetti beneficiari è riconosciuto un voucher o contributo a fondo perduto, il cui importo varia in base alla localizzazione dell’impresa e all’ammontare dell’investimento oggetto della richiesta di agevolazione.
                    Attraverso l’apertura di un conto corrente vincolato presso una delle banche aderenti alla Convenzione tra il Ministero del Lavoro e delle Politiche Sociali, Invitalia e ABI, le imprese possono ottenere l’erogazione anticipata delle agevolazioni, senza la necessità di sostenere preventivamente le spese relative agli investimenti ammessi.

                      La misura è volta a incentivare la nascita e la crescita di imprese a prevalente partecipazione giovanile o femminile, su tutto il territorio nazionale. Ai soggetti beneficiari viene offerto un mix di agevolazioni che combina un finanziamento a tasso zero con un contributo a fondo perduto.
                      Attraverso l’apertura di un conto corrente vincolato presso le banche aderenti alla Convenzione tra Ministero delle Imprese e del Made in Italy, Invitalia ed ABI, le imprese possono chiedere l’erogazione delle agevolazioni, in via anticipata, senza dover prima sostenere le spese per la realizzazione degli investimenti agevolabili.

                      Smart&Start Italy offers interest-free financing, without any guarantee, to cover the 80% deinvestments eligible for ppromotion of the emergence and growth of innovative high-tech start-ups in all Italian regions.

                      This percentage may rise to 90% if the start-up is entirely made up of women and/or young people under 36 years of age, or if the partners include at least one expert who has held a PhD or equivalent degree for no more than you are years and engaged in research or teaching abroad for at least three years.

                      Through the opening of a term current account at participating banks between the Ministry of Enterprise and Made in Italy, Invitalia and ABI, companies can apply for subsidiesin advance, without having to first bear the expenses for the realisation of eligible investments.

                      Convention for the Regulation of Restricted Current Accounts

                        The measure is aimed at ssupport of new, innovative and sustainable business investments by micro, small and medium-sized enterprises throughout the country. È provides, in favour of the beneficiaries, for the disbursement of a non-repayable contribution, to cover a percentage of expenses tax-advantageddetermined according to the territory where the investment is made and the size of the beneficiary enterprises.

                        Through the opening of a restricted current account at banks participating in the Convention between the Ministry of Enterprise and Made in Italy, Invitalia and ABI, companies can request the disbursement of the subsidies, in advance, without first having to bear the expenses for the realisation of the eligible investments.

                          The measure is aimed at ssupport of birth and development of new entrepreneurial and freelance activities in Abruzzo, Basilicata, Calabria, Campania, Molise, Apulia, Sardinia, Sicily, in the earthquake crater areas of central Italy (Lazio, Marche, Umbria) and in the smaller marine, lagoon and lake islands of central and northern Italy.

                          Pprovides grants covering the costs of a business initiative up to a maximum amount of EUR 50,000; the aid consists of: a) a non-repayable contribution equal to 50% of the expenses tax-advantagedb) a full contribution to cover the interest on a bank loan in the amount of the remaining 50% portion of the eligible expenses.

                          The bank loan may be assisted by the guarantee of the Guarantee Fund for Small and Medium-sized Enterprises up to 80% of the loan amount.

                          Access to credit for companies can be facilitated by the provision of public guarantees, up to a maximum of 80% of the bank loan. The main instruments at national level include: 

                          SME Guarantee Fundwhich is managed by MCC - Mediocredito Centrale, as lead bank of a Temporary Grouping of Companies (RTI) of banks; 

                          Guarantee Fund for Agricultural Enterprisesunder the Ministry of Agriculture, Food Sovereignty and Forestry, managed by ISMEA; 

                          'Growth Guarantee", under the Ministry of Economy and Finance, managed by SACE. SACE also issues guarantees and insurance policies to facilitate access to export credit.

                          Export credit is aimed at facilitating the sale of goods and services on foreign markets by Italian companies. It can take the form of "supplier credit", which takes the form of payment extensions granted by the Italian exporter to the foreign importer in respect of a contract for the supply of goods or services, or of "buyer credit", i.e. medium- and long-term financing granted to a foreign company in order to enable the latter to purchase one or more supplies of goods or services from Italy. 

                          The banks' activity in the field of export credit is developed in synergy with SIMEST and SACE, which offer a series of instruments to facilitate or support bank credit. These include the following:

                          Export Credit Facilities (Law No. 295/73). SIMEST, on behalf of the Ministry of Foreign Affairs and International Cooperation, offers interest subsidies on medium-/long-term bank loans to support the export of goods and services from Italy.

                          SACE guarantees and insurance policies. These instruments offer cover against the risk of non-payment of credit lines granted by banks to promote Italian exports.
