Ossif - ABI's Anti-Crime Security Research Centre - coordinates initiatives for the physical security of branches, through protocols with the Prefectures and the police, preventing attempted robberies, vandalism and other threats. A concrete commitment that protects customers, employees and infrastructure, consolidating increasingly effective and shared security.

Collaboration with the Branch Security Authorities takes concrete form, at central level, through the management of the Memorandum of Understanding with the Department of Public Security of the Ministry of the Interior for the acquisition and exchange of data and information pertaining to predatory crime phenomena and, at territorial level, with the operational declination of the Memorandum of Understanding with the Prefectures for the prevention of crime against banks and customers. 

In particular, the Memorandum of Understanding with the Prefectures - which relates to the prevention of robberies, thefts, multi-sector attacks (cyber physical security), scams against the elderly carried out near the counter, vandalism and terrorist attacks, as well as attacks on staff not for predatory purposes - defines a series of commitments for banks and law enforcement agencies to develop the best synergies and to favour a more effective use of defence measures. In detail, it envisages a permanent exchange of information between banks and law enforcement agencies on potential risk situations, the adoption of minimum security measures and their maintenance in every branch, info-training activities for operators, an analysis of criminal incidents for the definition of intervention plans by law enforcement agencies, and the dissemination of a security culture among bank operators, particularly through the organisation of seminars.

Central to the management of Protocols is the role of Ossif, the ABI Research Centre on Anti-Crime Security, for the provision of data and information on crime trends and the adoption of good security practices. In this perspective, studies, analyses and methodologies are made available to operators.

In addition, as part of fraud prevention and fight activities, there is constant dialogue with the Ministry of Economy and Finance and Consap (a company wholly owned by the Ministry) to develop the Public Fraud Prevention System, known as SCIPAFI.

    SCIPAFI: The Public Fraud Prevention System

    The SCIPAFI System allows member companies - including banks and financial companies - to verify in real time the correspondence of the identification and income data provided by individuals when requesting banking, financial or insurance services or a deferred payment, with those contained in databases held by public and private bodies (as of today, the Revenue Agency, the Ministry of Infrastructure and Transport, the Ministry of the Interior, the State General Accounting Office, Inps, Inail).

    In short, it is a customer identification tool that strengthens and complements the anti-fraud strategies of banks and financial institutions.
